Victor mulas is a legal and regulatory analyst with the Telecommunications Management Group, with extensive experience advising international clients on strategic telecommunications issues. Mr. Mulas holds a Master of Telecommunications Law from Comillas Pontifical University, Madrid, Spain, and a Juris Doctor degree from Universidad Autónoma, Madrid, Spain.

Chris Dean is the Information and Communications Technology (ICT) Analyst for Telecommunications Management Group. An economist by training and an information technology (IT) expert by profession, Mr. Dean’s recent work has focused on assisting regulators on numbering and domain name management issues, and more generally on the technical aspects of telecommunication sector reform.
